There are topo maps available.
Basically, the federal govt produce 1:100K and 1:250K maps for the entire country:

and each state has responsibility for producing 1:50K and 1:25K maps (eg Victoria):

Maps down to 1:50K are available for practically everywhere and 1:25K most areas, various "special" maps are available in some popular areas which may be better centred on the place of interest and may have a suitable scale to make the area fit eg 1:30K etc
Most of the maps are available digitally, or printed. Specialist suppliers will stock many maps, but others will need to be printed on demand, so if you know what you want, its best to try and get them in advance (to allow delivery and, if necessary, printing time).
Depending on where you're going and what you want to do there are some excellent hiking/walking books available which include maps specific to the area and track notes.
If you are wanting to drive rather than walk, then there are several series of maps available which are better aimed at driving. The Hema maps are one of those series which are good for driving (paper or digital) - the CD includes a bunch of topo maps too - from memory, but you'd need to check; as well as their own Hema driving map series.
Which maps I use depends on where I'm going and what I'm doing. The topo maps are great for bush bashing or walking, but I'd also look into a hiking/walking book if I was going to a known area.
I have Hema and Westprint Maps and some 1:100K which I use for driving.
In Victoria RoofTop Maps are the best (4wd and camping) driving maps (IMO - No Affiliation).
If you simply want car navigation around and between towns, then most car nav systems should be OK. I use Google maps on my phone for things like that (which require a data connection); or "Navmii" which is similar but used downloaded maps (Open Street Maps) which you can get when you're on a wifi and use offline (all of Australia including POI is about 200mb).
